To achieve the goal, we suggests a method to systemize the tacit process of the skilled managers by using a network-based information model. The model assumed that the direction of the propagation is changeable by engineer\u2019s decision. It enables to explore various propagation paths in accordance with the current project status. The explored paths are evaluated from the project management perspective.
