In this study, we investigated and proposed a three-level hierarchical two-chain in-depth integration mechanism framework to enhance the efficiency of scientific and technological achievements, and the framework consists of three layered mechanisms, including (1)strategical mechanism, (2) functional mechanism and (3) guarantee mechanism.
