The coding time of transform and quantization can be greatly reduced by skipping all zero coefficient blocks. All zero coefficient blocks detection algorithms for RDOQ are proposed in this paper. The stair-like thresholds are obtained by statistical analysis, which can speed up all zero coefficient blocks detection for RDOQ to improve the coding efficiency.
