In ESORICS 2014, Phuong et al. proposed an HVE scheme with constant-size ciphertext which is constructed in the prime order setting. In this paper, we show that Phuong et al.\u2019s scheme is not vector-hiding due to public parameters in their scheme leak some information about vectors. Furthermore, an improved HVE scheme is proposed in the prime order setting and its security is proven in the security model.
