We transformed the semantic evaluation information of experts into intuitionistic fuzzy numbers with differences in hesitation and combined intuitionistic fuzzy set theory with TOPSIS method to establish a model for evaluating the quality of college course teaching. Finally, the effectiveness of the model is demonstrated through case studies. The application shows that using language information for evaluation is more in line with the expression habits of expert judges.
