Our review of local implementation and court cases find that implementation and interpretation of these regulations is patchy. Outside these public-service sectors, we find a break between earlier policies for `openness in factory affairs', which emphasized the worker's right to participate in company decisions, with more recent `open enterprise information', which requires non-listed state-owned enterprise to provide public financial reports.<\/jats:p>","DOI":"10.3233\/ip-170403","type":"journal-article","created":{"date-parts":[[2017,3,6]],"date-time":"2017-03-06T07:16:55Z","timestamp":1488784615000},"page":"57-64","update-policy":"https:\/\/doi.org\/10.1177\/sage-journals-update-policy","source":"Crossref","is-referenced-by-count":4,"title":["Open government information in Chinese state-owned enterprises"],"prefix":"10.1177","volume":"22","author":[{"given":"Paul","family":"Hubbard","sequence":"first","affiliation":[{"name":"Crawford School of Public Policy, Australian National University, Canberra, Australia"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"given":"Weibing","family":"Xiao","sequence":"additional","affiliation":[{"name":"Shanghai University of Political Science and Law, Shanghai, China"}],"role":[{"role":"author","vocabulary":"crossref"}]}],"member":"179","published-online":{"date-parts":[[2017,2,1]]},"reference":[{"key":"bibr1-IP-170403","doi-asserted-by":"publisher","DOI":"10.4324\/9780203802991"},{"key":"bibr2-IP-170403","doi-asserted-by":"publisher","DOI":"10.2307\/825940"},{"key":"bibr3-IP-170403","unstructured":"WuJ.
