The overall purpose of this study is to identify\n why digital transformations in the public sector of developing country contexts fail<\/jats:italic>\n . This paper reports on a rich revelatory case study of a Sri Lankan government agency that experienced digital transformation failure. Data was collected primarily via semi-structured interviews and augmented with document analysis that enabled us to derive deep insights into why digital transformations fail. We identified 23 failure factors which were grouped into 5 meta-themes, namely, Organisational, Implementing Agency, Cultural, Leadership and Macro-Level Factors, forming a failure factor model. The analysis also unveiled complex interrelationships between these themes\/factors, which formed the basis for 6 evidence-supported propositions detailed in the paper. The findings will benefit public sector organizations in developing countries and their implementation partners to effectively plan their digital transformation strategies.\n <\/jats:p>","DOI":"10.3233\/ip-220017","type":"journal-article","created":{"date-parts":[[2022,9,20]],"date-time":"2022-09-20T14:17:53Z","timestamp":1663683473000},"page":"5-27","update-policy":"https:\/\/doi.org\/10.1177\/sage-journals-update-policy","source":"Crossref","is-referenced-by-count":37,"title":["Public sector digital transformation barriers: A developing country experience"],"prefix":"10.1177","volume":"28","author":[{"given":"Rehan","family":"Syed","sequence":"first","affiliation":[{"name":"Queensland University of Technology, Brisbane, QL, Australia"}],"role":[{"vocabulary":"crossref","role":"author"}]},{"given":"Wasana","family":"Bandara","sequence":"additional","affiliation":[{"name":"Queensland University of Technology, Brisbane, QL, Australia"}],"role":[{"vocabulary":"crossref","role":"author"}]},{"given":"Rebekah","family":"Eden","sequence":"additional","affiliation":[{"name":"Queensland University of Technology, Brisbane, QL, Australia"}],"role":[{"vocabulary":"crossref","role":"author"}]}],"member":"179","published-online":{"date-parts":[[2023,2]]},"reference":[{"key":"e_1_3_1_2_2","doi-asserted-by":"publisher","DOI":"10.1016\/j.procs.2018.04.145"},{"key":"e_1_3_1_3_2","doi-asserted-by":"crossref","unstructured":"AlGhaziA.
