Publishers and librarians must develop the policies, practices, and procedures that will facilitate \u2013 not inhibit \u2013 the use of their information and maximize its value to the user. They need to move beyond the \u201cthis is how we have always done it\u201d mindset and re-evaluate policies on a regular basis.
