A two-stage network DEA model was used to construct an evaluation model that reflects the emergency management capacity of cities. A dataset containing emergency management data from 36 well-known cities in China was selected to effectively evaluate its performance, and the city that demonstrated the most effective input-output ratio in the field of emergency management was ultimately determined.
