At first, we propose a new distance between interval-valued intuitionistic trapezoidal fuzzy numbers according to their interval endpoints and centroid point, and its properties are also discussed. Furthermore, we apply the proposed distance measure to calculate the expectation level of the emergency plan, and the optimal dynamic expectation level of the emergency plan is obtained by solving the programming model. Then, we improve the EDAS method based on the dynamic expectation level of the decision makers and apply it to calculate the optimal emergency plan.
