In poor and developing countries, there are more challenges and barriers to tackling the pandemic. The study\u2019s aim is to propose a hybrid approach to multiple-criteria decision-making (MCDM) models for determining the most efficient intervention strategies. The methodology is a combination between the Best-Worst Model (BWM) and Group Best-Worst Model (GBWM) to estimate the efficiency score of intervention. Based on the background of knowledge, five groups of stakeholders including Academicians, Entrepreneurs, Commons Residents, Social Workers, Health Workers are considered decision-makers (DMs). A set of nine potential strategies was evaluated and prioritized by all DMs. The findings have shown that different groups of stakeholders prioritized differently the importance of criteria due to their interests. In the context of Vietnam, however, the Availability of Health Systems is prioritized as the most important intervention.
