Based on a sample of 273 cities in China over the period 2009\u20132019, we find that the high-speed railway network has an increasingly positive effect on the quality of urbanization, which proves the existence of a network effect. The empirical results further show that this effect is closely related to the coverage rate of the high-speed rail network. In addition, heterogeneity analysis reveals that urban agglomeration cities are the main beneficiaries. Academically, our study provides a plausible explanation and evidence from network size differences for the two conflicting views of the HSR effect.
