As key novelty, emphasis was put into finding attributes and metrics that can be used to assess effectiveness, not only efficacy or efficiency. The concerns and objectives were organized into four categories: Institutional, Environmental, Economic, and Social. For every category, detailed and condensed concerns were identified.
