Neste artigo fa\u00e7o uma cr\u00edtica radical do novo paradigma, concebendo-o como a matriz regulat\u00f3ria do neoliberalismo, entendido como a nova vers\u00e3o do capitalismo de laissez faire. Centrada na quest\u00e3o da governabilidade, esta matriz regulat\u00f3ria pressup\u00f5e uma pol\u00edtica de direito e de direitos que tende a agravar a crise da legitimidade do Estado. Algumas das facetas da governa\u00e7\u00e3o podem ser encontradas no movimento global de resist\u00eancia contra a globaliza\u00e7\u00e3o neoliberal que tem hoje a sua melhor express\u00e3o no F\u00f3rum Social Mundial.
