In this article, an ecosystem approach is embraced to study the social sphere organizations (SSOs), such as hospitals, schools, and libraries. SSOs report on their activities by publishing information on the Web which can be used to evaluate the effectiveness and efficiency of these organizations by the public. The opening of data transforms the relationship between SSOs and other stakeholders. In this article, the institutionalization of SSO evaluation system in Russia is studied. The critical role of open data is demonstrated and the inclusion of stakeholders was found to be a key factor to make the evaluation system truly effective. Their study reveals that an ecosystem approach ensures that stakeholder demands are included in SSO evaluation and assessment process. Finally, by summarizing Russian experiences, the authors conclude with problem-oriented recommendations for open government tool application to institutionalize government practices targeted at open government principle implementation.<\/jats:p>","DOI":"10.4018\/ijegr.2017100101","type":"journal-article","created":{"date-parts":[[2018,2,7]],"date-time":"2018-02-07T13:49:22Z","timestamp":1518011362000},"page":"1-14","source":"Crossref","is-referenced-by-count":1,"title":["Evaluating Public Organizations Using Open Data"],"prefix":"10.4018","volume":"13","author":[{"given":"Evgeny","family":"Styrin","sequence":"first","affiliation":[{"name":"National Research University Higher School of Economics, Moscow, Russia"}],"role":[{"vocabulary":"crossref","role":"author"}]},{"given":"Natalya","family":"Dmitrieva","sequence":"additional","affiliation":[{"name":"National Research University Higher School of Economics, Moscow, Russia"}],"role":[{"vocabulary":"crossref","role":"author"}]}],"member":"2432","reference":[{"key":"IJEGR.2017100101-0","doi-asserted-by":"publisher","DOI":"10.1016\/j.giq.2014.02.009"},{"key":"IJEGR.2017100101-1","doi-asserted-by":"publisher","DOI":"10.1016\/0308-5961(89)90006-2"},{"key":"IJEGR.2017100101-2","doi-asserted-by":"crossref","first-page":"3","DOI":"10.4337\/9781781956557.00010","article-title":"Th e Mechanics of Public Sector Information","author":"H.Burkert","year":"2004","journal-title":"Public sector information in the digital age: between markets, public management, and citizens\u2019 rights"},{"key":"IJEGR.2017100101-3","doi-asserted-by":"publisher","DOI":"10.1016\/j.giq.2016.01.003"},{"key":"IJEGR.2017100101-4","doi-asserted-by":"publisher","DOI":"10.1016\/j.websem.2011.06.002"},{"key":"IJEGR.2017100101-5","author":"S.Goldsmith","year":"2004","journal-title":"Governing by Network: The New Shape of the Public Sector"},{"issue":"2","key":"IJEGR.2017100101-6","doi-asserted-by":"crossref","first-page":"83","DOI":"10.3233\/IP-2012-0269","article-title":"Open government and e-government: Democratic challenges from a public value perspective","volume":"17","author":"T.Harrison","year":"2012","journal-title":"Information Polity"},{"key":"IJEGR.2017100101-7","doi-asserted-by":"publisher","DOI":"10.3390\/fi4040900"},{"key":"IJEGR.2017100101-8","doi-asserted-by":"publisher","DOI":"10.1016\/j.giq.2008.12.006"},{"key":"IJEGR.2017100101-9","doi-asserted-by":"publisher","DOI":"10.1016\/j.giq.2012.11.003"},{"key":"IJEGR.2017100101-10","doi-asserted-by":"publisher","DOI":"10.1177\/0894439314525902"},{"key":"IJEGR.2017100101-11","doi-asserted-by":"publisher","DOI":"10.1145\/2591888.2591901"},{"key":"IJEGR.2017100101-12","doi-asserted-by":"publisher","DOI":"10.24251\/HICSS.2017.327"},{"key":"IJEGR.2017100101-13","year":"2005","journal-title":"Modernizing Governance"},{"key":"IJEGR.2017100101-14","doi-asserted-by":"publisher","DOI":"10.1177\/0165551511412705"},{"key":"IJEGR.2017100101-15","unstructured":"Pollock, R.
