This paper presents the authors' experience in building CLIA for indigenous African languages, with a special focus on the development and evaluation of Oromo-English-CLIR. The authors have adopted a knowledge-based query translation approach to design and implement their initial Oromo-English CLIR (OMEN-CLIR). Apart from designing and building the first OMEN-CLIR from scratch, another major contribution of this study is assessing the performance of the proposed retrieval system at one of the well-recognized international Cross-Language Evaluation Forums like the CLEF campaign. The overall performance of OMEN-CLIR was found to be very promising and encouraging, given the limited amount of linguistic resources available for severely under-resourced African languages like Afaan Oromo.<\/p>","DOI":"10.4018\/ijirr.2015010104","type":"journal-article","created":{"date-parts":[[2015,5,19]],"date-time":"2015-05-19T21:02:09Z","timestamp":1432069329000},"page":"48-67","source":"Crossref","is-referenced-by-count":0,"title":["Building CLIA for Resource-Scarce African Languages"],"prefix":"10.4018","volume":"5","author":[{"given":"Kula Kekeba","family":"Tune","sequence":"first","affiliation":[{"name":"International Institute of Information Technology, Hyderabad, India"}]},{"given":"Vasudeva","family":"Varma","sequence":"additional","affiliation":[{"name":"International Institute of Information Technology, Hyderabad, India"}]}],"member":"2432","container-title":["International Journal of Information Retrieval Research"],"original-title":[],"language":"ng","link":[{"URL":"https:\/\/www.igi-global.com\/viewtitle.aspx?TitleId=128278","content-type":"unspecified","content-version":"vor","intended-application":"similarity-checking"}],"deposited":{"date-parts":[[2022,6,2]],"date-time":"2022-06-02T00:09:32Z","timestamp":1654128572000},"score":1,"resource":{"primary":{"URL":"https:\/\/services.igi-global.com\/resolvedoi\/resolve.aspx?doi=10.4018\/IJIRR.2015010104"}},"subtitle":["A Case Study on Oromo\u2014English CLIR"],"short-title":[],"issued":{"date-parts":[[2015,1,1]]},"references-count":0,"journal-issue":{"issue":"1","published-print":{"date-parts":[[2015,1]]}},"URL":"https:\/\/doi.org\/10.4018\/ijirr.2015010104","relation":{},"ISSN":["2155-6377","2155-6385"],"issn-type":[{"value":"2155-6377","type":"print"},{"value":"2155-6385","type":"electronic"}],"subject":[],"published":{"date-parts":[[2015,1,1]]}}}
