The generic task of a NO is network development, for which a particular class of company standards\u2014the Operator\u2019s Requirements (ORs)\u2014are used. It is argued that the current approach to developing and using ORs is costly, inefficient and error-prone. We propose that the \u201cexternal\u201d standards, developed by the Standards Development Organizations, be extended with a new part, called Embedded Capability Relations, which would constitute a formalized, common base for individual ORs.
