There are several hedging assets portfolio managers can select from. However, the choice is not without weight: two portfolios hedged against the same risk factor may have different characteristics depending on this hedging asset. Moreover, hedging against one risk factor may increase the portfolio's sensitivity to other risk factors. That is, a strategy that aims to reduce risk may also increase risk in a paradox way. This should be considered by portfolio managers, risk managers, and regulators as well.
