At any time, vessels\n\nmoving in the region might lose steering, propulsion or\n\npower and need to be rescued, by a fleet of tugs\n\ncontrolled by the VTS center, before they run aground.\n\nThe constantly changing traffic and weather conditions\n\nadd to the challenge for the VTS operators. To prevent\n\nrare, but very high environmental costs, a risk-based\n\nmethodology is adopted and the corresponding problem\n\nintegrated into a nonlinear program.
