This study presents a dynamic, control-oriented modelling framework for an external-melt ice-on-coil CTES system integrated into a dairy facility for whey concentration and cooling located in Parma, Italy. The model explicitly accounts for the progressive increase in conductive thermal resistance caused by ice layer growth, enabling a realistic representation of charging efficiency degradation as a function of state of charge.\n\nA discrete-time simulation model was developed in MATLAB to evaluate multiple charging strategies under seasonal load profiles. A multi-objective assessment was conducted, considering total electrical consumption, peak power demand, unserved cooling demand, and average charging efficiency. Results show that when ice thickness dynamics are neglected, the actual storage capacity is significantly overestimated. Strategies focused solely on time-of-use tariffs or aggressive peak shaving may compromise process reliability, unless system dynamics and load variability are explicitly incorporated into both control design and storage sizing.\n\nThe proposed approach demonstrates that CTES systems can enhance technical availability by providing buffering capacity during peak loads and temporary power interruptions.
