The study analyzed key studies across \ndifferent geographical and institutional contexts such as academic and public libraries \nin Nigeria, China, Taiwan, Pakistan, Vietnamese, the U.S., and Sri Lanka. The paper \nhighlights how cultural dimensions such as shared values, and leadership shape \nlearning processes, knowledge management, and innovation. Findings reveal that \ncollaborative and innovative cultures significantly enhance knowledge acquisition, \napplication, and staff engagement, whereas hierarchical cultures often impede learning \nby resisting feedback and change. The study identifies leadership, psychological safety, \nand employee empowerment as key moderators in sustaining a learning-oriented \nculture. The paper concludes with practical implications for library management, \nemphasizing the need for cultures that promote openness and continuous learning to \nmaintain institutional competitiveness.
