It begins by identifying the key personnel that will be involved in planning the exercise and taking part. These include the Exercise Director, Exercise Managers, Exercise players, Exercise controlled players, Exercise umpires, Exercise assessors, Exercise observers\/chaperones, facilitators, Exercise driver inputters, and Exercise Health and Safety Officers. The chapter then looks at the exercise structure and how that is developed to deliver the aims and objectives. It differentiates between controlled play and free play exercises. Controlled play exercises effectively guarantee that all the objectives will at least be addressed. However, controlled play exercises tend to restrict the freedom of players and some spontaneity is lost in running with ideas and testing the flexibility of the plan. Meanwhile, free play exercises in which the basic scenario is given to players and their actions determine future events are very exciting and stimulating for players. The most obvious agencies that become involved are the emergency services such as the police, fire, ambulance services, or the local authority. The chapter begins by considering what is needed to enhance emergency response. It then explains the emergency services roles, their responsibilities, and their incident management procedures. The chapter highlights the role of the police because it is the police who are most involved with the co-ordination and management of the incident, which is key to planning. It is also the police who have primary investigative responsibility; in many cases the police can restrict access to premises for extended periods to fulfil their duties. The system was developed by the country's judicature without legislative engagement and has continuously been improved as such. Although certain academic fields have attempted to add legally binding forces to the system, little attention has been paid to the sociological and historical contexts of the system. For the purpose of legislating the system, the elements that hinder the legislating process need to be identified. In this study, the sociological and historical concepts of a \u201cnation\u201d, \u201cnationhood\u201d, and \u201ccitizenship\u201d are reviewed to understand South Korea's Nationality Act to briefly discuss its post-modern inclination toward homogeneous nationalism. Based on the theoretical examination, the country's judicial interpreting system that lacks legally binding forces and field-focused practical data are suggested as the two missing blocks of complementing the system. As an initiative step, this paper concludes with the analysis of how the system is applied and practiced on different occasions and what elements are left to be infrastructure, but also to minimize damage by managing the emergency situations well. Methods to achieve this goal include the establishment of an integrated management system and emergency operation center, governance, and integrated command &amp; control. The concrete and direct practice of these Methods can be done by managing the situation. Situation management requires specific legal reservations because it has urgency, importance, and the possibility of infringement of civil rights and interests. However, there are no or insufficient provisions on situation management in the laws enforced by each agency performing the situation management task. The law on situation management needs to be supplemented in the sense that it can protect workers at situation management, increase work efficiency, and more reliably guarantee people\u2019s rights and interests. It focuses on the exercise debrief process but it is also useful to compare and contrast the process involved in debriefing a real event. The debrief is about improvement and continuous development. It can also be seen as affecting two critical areas. Firstly, the Health and Safety at Work Act 1974 imposes a duty on employers to have in place systems, procedures, and processes underpinned by risk assessment offering safe work practices and environments. The debrief is an ideal way of assessing those factors and changing or improving them if required. Secondly, the debrief will evaluate plans. The chapter then looks at the different debrief formats: hot, single agency, internal, multi-agency, formal, and cold. It also considers the creation of the debrief report and the role of the overall \u2018Action
