The analytic techniques for obtaining information regarding the distribution of particles in the interplanetary space from ground\u2010based observations are described. The general features of pitch angle anisotropy of high\u2010energy particles are outlined. The concepts of relativistic particle propagation in the corona and interplanetary space are discussed with special reference to the relevant new ideas that have emerged from studies of energetic particle events. The experimental and theoretical arguments that indicate that particles can be accelerated to high energies by shock waves in the heliomagnetosphere are reviewed. This dualism is essential also in the physics of cosmic plasmas: some phenomena should be described by a magnetic field formalism, and others by an electric current formalism. During the first period of evolution of cosmic plasma physics the magnetic field aspect has dominated, and a fairly exhaustive description has been given of those phenomena, like the propagation of waves, which can be described in this way. We have now entered a second period, which is dominated by a systematic exploration of the particle (or current) aspect. A survey is given of a number of phenomena which can be understood only from the particle aspect. These include the formation of electric double layers, the origin of \u2018explosive\u2019 events like magnetic substorms and solar flares, and further, the transfer of energy from one region to another. A useful method of exploring many of these phenomena is to draw the electric circuit in which the current flows and to study its properties. The contributions of U.S. authors are emphasized, although all major results published in English\u2010language journals are discussed. Topics reviewed include the microscale theory of particle scattering, steady\u2010state modulation models, particle drifts and effects due to the three\u2010dimensional nature of the solar modulation region, discrete periodicities and hysteresis in the cosmic\u2010ray intensity\u2010time profile, and aperiodic temporal variations and Forbush decreases. It is argued that the spatial diffusion equation for the intensity per unit energy has a much wider range of applicability than the kinetic (Fokker\u2010Planck) equation it is derived from. This gives a strong weight to the phenomenological propagation theory. Its general success (and possible failure at small energies) for the modulation of galactic cosmic rays and solar events is described. Apparent effects like the \u2018free boundary\u2019 are given disproportionate weight, since through them the connection to the detailed plasma physics of the solar wind is established. Greatest attention in detail is paid to the pitch angle diffusion theory. A general theory is presented that removes the well\u2010known secularities of the quasi\u2010linear approximation. The possible breakdown of any pitch angle diffusion theory at very small energies is perhaps connected to the observed \u2018turn up\u2019 of the spectrum at low energies.
