How should police be categorized, and are they worthy subjects for the field? They are workers, of course, but they are also front-line agents of state repression and shock troops for capital. They remain robustly unionized, at least by US standards, but their unions are regressive and politically conservative, more concerned with shielding cops from accountability than with building solidarity. As individuals, many hail from working-class communities of color, but as a social and political category, their effect is to rationalize, reproduce, and fortify axes of racial and class difference. Clearly this move reflects wider changes in society, in which the hegemony of commodity production appears to be exercised as much through the attractions of advertising and the shopping mall as through the disciplines of the factory and office. But as Cross is able to show, these are not new issues. Working-class movements have long sought to resist the power of capitalism and class domination through the social linkages of alternative class cultures as well as through bargaining and political strategies, though in the consumerist age these forms of cultural resistance are easily forgotten. Cross is right to suggest that these issues and struggles - whatever their outcomes have been – are important to labor history. It argues that by mobilizing the idea of development, both colonial and independent African governments were able to continue recruiting unpaid (or underpaid) labor—relabeled as “voluntary participation,” “self-help,” or “human investment” —after the passing of the ILO’s Forced Labor Convention. This introduction consists of two parts: the first section summarizes the main findings of the contributions to the special issue. The second part advances preliminary considerations on the implications of these findings for our assessment of international development “aid.” The conclusion advocates that research on planned development focus not on developers-beneficiaries, but rather on employers-employees. Doing so opens up a renewed research agenda on the consequences of “aid” both for development workers (those formally employed by one of the many development institutions) and for so-called beneficiaries (those whose participation in development is represented as conducive to their own good).
[[2017,11,10
["What “Development” Does to Work
[[2017,11,10
Periodizing the End of Slavery: Colonial Law, the League of Nations, and Slave Resistance in the Nigerien Sahel, 1920s–1930s
The White Man's Burden: Why the West's Efforts to Aid the Rest Have Done so Much Ill and so Little Good
Precarious Liberation: Workers, the State and Contested Social Citizenship in Postapartheid South Africa
Human Rights, Development and Decolonization. By surveying five recent books on soldiering as a form of labor, this essay poses a set of questions about warfare and work. Is military service best understood as a form of labor, and what might that perspective reveal, or occlude? How do militaries draw the line between those who work and those who fight? The original text is unchanged, but the new edition includes a new introduction and additional images. It is an account of Glucksmann's time working in a factory in the late 1970s, something she undertook as a political act and not with the intention of writing an ethnography, as she herself discusses below. The book was quickly recognized as a seminal account of women's work and one which disentangled the operation of gender at work. It exposed the construction of sexual difference and drew attention to forms of solidarity between women of different ethnic backgrounds. Indeed,Women on the Lineis considered to be “a paradigmatic example of gender as central to understanding work” and one that has been studied closely and critiqued as well as admired. Two other “feminist ethnographies”—as they came to be described—were published at around the same time: Anna Pollert'sGirls, Wives, Factory Livesin 1981, and Sallie Westwood'sAll Day, Every Dayin 1984.
