Their sales force has been buying prescriptions, and bribing practitioners and hospital staff to buy their products, and sometimes they have been caught using more indirect means, such as fake follow-up research programs (so called \u201cpatient experience surveys\u201d). The real wake-up call came when China, under its new leadership, cracked down systematically on the pharmaceutical industry. chapter locates the development of the domestic pharmaceutical industry within the broader context of the medicinal market in the early Meiji period. It examines how Japan's domestic pharmaceutical industry developed as a response to efforts by state planners to control the purchase and consumption of medicine. The fundamental questions that Japan's leaders grappled with at this time not only endured but continued to structure the fledgling pharmaceutical industry well into the twentieth century. The chapter seeks to answer the questions: How freely should medicines circulate in the marketplace? Should medicines be treated like other consumer commodities or were they too important (or too dangerous) for free market consumption? The Meiji era was a time of flux and experimentation, when even the primary proponents of modern medicines remained unsure how they themselves could become modern, too. The chapter emphasizes one of the underlying themes of this book: how the term \u201cmodern medicine\u201d had different meanings for different
